The tiers are in order and ratings are averaged out between pvp modes and pve modes(story included which may make it look weird for players who already finished story and don't need units for it)
SSS:Must have units
SS. :Very hard to replace and priority build
S. :Strong units, priority build
A+ :Replaceable but Reliable/Selective mode usage
A. :not recommended to build but strong in niche/select mode
B. :extremely niche usage/unreliable
If anyone is looking for early game carries look into: kamael/FP/Beth or unlock piltvice and use her in training room  hope this helps Read Note
