It's the same reason the Idolmaster will never be released in English or overseas, because once Americans touch it, they'll ruin it like they do everything else from Japan. 
Plus the main developer guy has said he won't release any game that has to be censored or modified to please people who won't even buy/play the game. 
Just take the time to learn Japanese and you'll never have to ask for translations and can play and read any game you want.
