This guy's name is Miltos Tentoglou, and he's one of us otaku fans  He's a Greek Olympian athlete, and two days ago he won the long jump gold medal in Tokyo Olympics. What makes this more special is that he made a pose of Luffy's Gear Second from One Piece when he made his entrance! 
I rather believe that gave him more speed and power so he won the gold medal!!  This is really cool to see how trendy the otaku culture is at the world level.
