Google play is strict now wtf

Is there any way to make purchases on this game via Android Google play?

I made a JP account. I added my card info and PayPal but it keeps saying payment unsuccessful.

i even bought a jp gift card from Play-Asia and tried to redeem the code but still unsuccessful. Customer service said there was nothing wrong with the code but luckily im getting a refund.

I did all lf this while using a VPN. 

Does anyone else have any other suggestions? 
should i just switch to Apple lolol?
