Is 5 star chiaki hard to get?

Hi i have question for you guyss, i have played enstar!! for almost a year, i have a reroll account and accounts from different language, BUT....i never get any 5 star chiaki up til now, i know it sounds like a dumb question, but i always see others get 5 star chiaki so easily, i get other 5 stars dupes mutiple times except chiaki....is it because of rng system? If i roll at the 'right timing', will i get chiaki? i knows it sounds really dumb but i wonder when can i get him...
